[PROJ] Motion: adopt RFC 7

I don't get to vote, but I'm opposed.  I've been doing packaging for a
lot of things, and have experienced more trouble with cmake builds.

Right now I'm trying to find out why "make check" in geos is broken;
it's using the installed library rather than the ones that were just
built.  Reading the verbose builds, I can't see how this is supposed to
work.  I can only guess how it might work in some circumstances.
