[PROJ] missing css in webpage

This issue is present with the HTML artifact from
https://github.com/OSGeo/PROJ/actions/runs/1240806586
(i.e. downloaded locally, open index.html)

There are no obvious errors with the Docs/HTML job, so it might take a
bit of investigation to find the error. Perhaps it is a new version of
a sphinx component.
