[PROJ] Issue with SQLite 3.38.0

Hi,

just to notify people that there's a known issue with released versions 
of PROJ that trigger a bug in SQLite 3.38.0 which causes PROJ to not be 
able to find appropriate some coordinate operations, in particular the 
ones that require looking for intermediate CRS to chain known 
transformations. A workaround is implemented by 
https://github.com/OSGeo/PROJ/pull/3089 . Updating to SQLite 3.38.1 when 
it will be released will be the recommended resolution (as the issue 
affects also PROJ < 9.0)
