[PROJ] 'proj -V' fails (proj 7.1.0)

I'm sure I'm making a very basic error, but what? 

I've downloaded and built PROJ-7.1.0, on ubuntu 20.04. 

In <MY_PROJ>/proj /build/bin directory, running 'proj -V' gives this error: 
$ ./proj -V 
Rel. 7.1.0, August 1st, 2020 
<proj>: 
projection initialization failure 
cause: no arguments in initialization list 
program abnormally terminated 

Based on other posts, I set PROJ_LIB to the directory where proj.db resides: 

export PROJ_LIB=<MY_PROJ>/PROJ-7.1.0/build/data 

But 'proj -V' gives the same error. 
Anyone know what I am doing wrong?
