[PROJ] PROJ 9.3.0RC1 & PROJ-data 1.15RC1

No issues have been reported with PROJ 9.3.0RC2 or PROJ-data 1.15RC1, so I
hereby motion that they are promoted to their final releases.

I’ll start with my +1.
