[PROJ] Motion: Nomination of Alan Snow to PROJ PSC

[Alan Snow]

I am both humbled and honored to be added to the PROJ PSC. The current team
along with the community has done great work creating a stable and powerful
software program. I look forward to future improvements and being a part of
making it happen.
