[PROJ] Determining that two CRSes are "close enough"

Note that there are ensembles that are not really the same thing but
result in null transforms, e.g. WGS84 and NAD83.   Not sure how you
would want that handled in eq test, how you want transform or not, vs
what proj does now.  A hard problem.
