[PROJ] Make push and pop FIFO?

Dear Even and Thomas,

What is the status of functionality for naming/swapping values in the stack? I got the impression that there is not yet consensus on how to implement this. However, we do need this new functionality for correct transformation of our official CRSs. In what PROJ version can I expect to be able to do this?
