Listing the tar content is trivial:

  $ tar tavf ../proj-data-1.17RC2.tar.gz | grep '\._'
  -rw-r--r-- kevers/staff      668 2024-01-04 20:28 ._fr_ign_README.txt
  -rw-r--r-- kevers/staff      589 2024-01-04 20:28 ._no_kv_README.txt

This used to be part of the proj-datumgrid release procedure:

You can also try my patch to make CPack exclude those files from the 
archives it creates.
