[PROJ] Rename NEWS and HOWTO-RELEASE to *.md

Hi people (specially packagers)

In this PR I am suggesting to rename some "documentation" files, adding
".md" extension as they are Markdown compatible:
https://github.com/OSGeo/PROJ/pull/4066

There are some doubts about the impact on packagers. Could you give your
opinion in the PR?
Jeff McKenna (Windows) already did, and liked it.
