[PROJ] PROJ 9.5.0 & PROJ-data 1.19

It’s my pleasure to announce the release of PROJ 9.5.0 and PROJ-data 1.19!

The PROJ release includes a number of updates, as well as a bug fixes.

The PROJ-data release adds grids for Greenlandic GLLAT and GLMSL CRS’s.
