[PROJ] README.DATA in PROJ-data

Hi Javier,
You can send a link to
https://github.com/OSGeo/PROJ-data/tree/master/.github#readme that is a
symlink from README.DATA to .github/README.md
Digging into history of the ancestor PROJ-datumgrid repository, I see
commit
https://github.com/OSGeo/proj-datumgrid/commit/8b98af747e4be28e45bb1a39c176102e858ada5c
where README.md was renamed README.DATUMGRID , and that naming
convention was perpetuated when creating PROJ-data. Maybe Sebastian
recalls the reason? I suspect this might be related to some packaging
best practice.
