[PROJ] PROJ 9.6.1RC1 & PROJ-data 1.22RC1

PSC members,

I forgot to start at vote for the promotion of the two RCs to final releases in good time. Seeing as there’s been no concerning
reports on either of them I hope that everyone can accept a speedy process so we can get the releases out later
today. 

I’ll start with my +1.
