[PROJ] Fwd: PROJ 9.6.0RC3

PSC members,

I'd very much like to push out the final release tomorrow. RC3 has been
available for a very limited time but as far as I
can tell the reported issues in previous RC's are all dealt with. So, I
motion that it be promoted to the final release.

I'll start with my provisional* +1

* If the latest fix is proved not to be sufficient I'll hold the release. I
am quite confident that the problem has been resolved though.

An issues regarding embedding of resource files was found in 9.6.0RC2. It's
been corrected and a new release candidate is ready.
