Not exactly. In the database it has a bounding box, like in this example
(from PostgreSQL_Data_Script.sql)

INSERT INTO epsg_extent (extent_code, extent_name, extent_description,
bbox_south_bound_lat, bbox_west_bound_lon, bbox_north_bound_lat,
bbox_east_bound_lon, iso_a2_code, iso_a3_code, iso_n_code,
vertical_extent_min, vertical_extent_max, vertical_extent_crs_code,
temporal_extent_begin, temporal_extent_end, remarks, information_source,
data_source, revision_date, change_id, deprecated) VALUES (1275,
'Netherlands - onshore', 'Netherlands - onshore, including Waddenzee, Dutch
Wadden Islands and 12-mile offshore coastal zone.', 50.75, 3.2, 53.7, 7.22,
'', '', Null, Null, Null, Null, '', '', '', 'IOGP', 'EPSG', '2024-06-26',
'2009.046 2011.082 2012.013 2014.024 2023.042', 0);

In addition to that there is an external (big) file with the definition of
those polygons.
Including those polygons in the database would make it unnecessarily big.
