[PROJ] PROJ 9.8.1 release candidate and motion to approve it

Hi

to facilitate the testing for some people that just want to check if "their
transformation works", I created this repository
https://jjimenezshaw.github.io/wasm-proj-release-candidate/transform.html

It changed the colours and added a header to make it clear that it is not
its "parent" page, but just something to test the release candidate.
It will disappear afterwards.

If you want to compare with 9.8.0, go to
https://jjimenezshaw.github.io/wasm-proj
