I am guessing these are ETRFxx(country), and that this is mor or less
like NAD83(2011) vs NAD83(CSRSv8), an intent to produce ETRS89 that is
valid in that country, and then it becomes a standard of its own because
people repeatability of that to a greater acccuracy than how well that
country-specific ETRF realizes ETRS89. But still - are there ensemble
members that are 1m different?

So was the bug confusing orthometric and ellipsoidal? It seems it was
about preference for transforms that were all sort of ok.
