[PROJ] PROJ 9.8.0RC2

PSC Members,

I have been informed that the issues in RC1 are confirmed to be fixed in RC2, so I'd like to propose that is promoted to the final release. I expect to put the release out either Sunday or Monday.

I'll start with my +1.
