[PROJ] Duplicated function?

Ah...and that somebody was me. So the first added one was 
proj_is_derived_crs() in proj_experimental.h, and later 
proj_crs_is_derived() in proj.h presumably because I didn't bother 
checking in proj_experimental.h. Now they have been merged together that 
kind of thing is less likely to happen. Both functions luckily do 
essentially the same, so your choice...
