[PROJ] EPSG release once more busted

Hi Roger,

I often use their API to get more info on change requests.  For example, 
for that recent change 2026.064  I can run a cURL command to hit their 
API, or, actually easier to just view those change details in the 
browser: https://apps.epsg.org/api/v1/Change/2026.064

Or, show all recent changes, sorted by RevisionDate (10 results per 
request): 
https://apps.epsg.org/api/v1/Change?includeDeprecated=false&page=0&pageSize=10&sortField=-RevisionDate
