For end-users, 1 cm measurement precision is the best they can get for points without a permanent GNSS station. To make sure the transformation accuracy is negligible, we require software to give correct results within 1 mm for the transformation to/from Dutch CRSs. To check this fairly with PROJ, 0.1 mm accuracy is indeed good enough.
For permanent GNSS stations a few mm is the best measurement precision we can get. So, for transforming GNSS station coordinates with PROJ, 0.1 mm accuracy is good enough too.
