[PROJ] geographic from projected

Hi

I have seen in proj.cpp and factors.cpp that it gets a lot of code to make
a geographic system from the projected/derived/compound/... system.

Would I make sense to have a C API for CRS::extractGeographicCRS() that
would simplify that?
