[PROJ] New national ETRS89 realisations in EPSG messing things up in PROJ 9.8.0?

Thanks for these changes, Even!

The Amersfoort / RD to ETRF2000 and ETRS89 transformations are used quite a lot, and not using the route with Amersfoort to ETRS89-NLD [AGRS2010] (9) creates errors up to 0.25 m for users (and questions from them to me). Hopefully, PROJ 9.8.0 with the inaccurate routes won’t end up in QGIS.

Also thanks for the explanation on how PROJ searches for transformations routes. I thought it built a graph of all transformations and do an accuracy-weighted shortest path search with some penalties to prevent too many transformation steps, but PROJ is a bit more heuristic than that.
