Re: behaviour of auto-downloading googletest if not available, you
have previously voiced this two years ago:

We discussed the default behaviour with https://github.com/OSGeo/PROJ/pull/4220

And the result of this discussion was to keep the default to
auto-download googletest if not available. However, users/packagers
that do not want this behaviour can opt-out with
TESTING_USE_NETWORK=OFF described here:
https://proj.org/en/stable/install.html#cmdoption-arg-TESTING_USE_NETWORK
