[Proj4j] ALbers forward and inverse error ranges

Martin,

I should have sent these with the last email.  Since the SPHERE inverse longitude code is the same as that for the ellipsoid calcs the error values are the same.  Looks like much of this could simply be floating point rounding and representation problems.

For the SPHERE:
MaxlatDiff=1.3505996321327984E-8 MaxlonDiff=2.5579538487363607E-10 seconds

For WGS84:
MaxlatDiff=1.5756995708215982E-8 MaxlonDiff=2.5579538487363607E-10 seconds
