[Proj4j] Proj4J released under Apache License 2.0

I've updated the Proj4J distribution to indicate that it is released under
the Apache License Version 2.0.

This follows the license that Jerry Huxtable used for the original code
base, and is a very flexible, non-restrictive license.

The new code files are not yet fully annotated with the license text, but
this will happen soon.
