[Proj4j] Conversion issue

Hi Peter,

The sterea projection got added in may 2011. See:
http://trac.osgeo.org/proj4j/changeset/1995
If you have a second (older) copy of proj4j somewhere in your classpath,
that might explain your problems.
There is for example a proj4j.jar that is an Openstreetmap plug-in.
Maybe you have an old version of this jar somewhere in your project. The
code could also be in an other library you use.
