[Projects] OSGeo mail server on spam 'blacklist'

Those who do receive this message, please pass it on to your fellow 
project steering committee members: the OSGeo mail server was recently 
listed on a spam blacklist, and that means that possibly thousands of 
OSGeo mailing list users have not been receiving emails (since June 17th).
