[pycsw-devel] PSC formation and updated website

FYI thanks for everyone's support for PSC formation.  Also thanks to
Jeff McKenna on his continued guidance / advice / help in steering
pycsw through OSGeo incubation -- thanks Jeff!

As a result, I have updated the development section of the website:

http://pycsw.org/development/

to show, as per RFC-1, the current, up to date PSC, as well as a home
for RFCs which have been voted on.

This area will also be updated in the coming weeks with a project
roadmap to help provide ideas and direction to future project
developments (more on this to follow).

Any feedback / suggestions to improve this area of the website are
welcome and appreciated!
