The issue here is the outputschema (as opposed to the format).  The
CSW Record/Dublin Core schema does not provide temporal start/end
elements.  The workaround would be to use the ISO outputschema.

Note that CSW 3.0's record/DC model does indeed include a temporal
extent element.
