+1!  Docs or tutorial would be more than welcome. What if you add a
section to docs like "Setting up pycsw via Windows Service and Active
Python",in http://pycsw.org/docs/latest/installation.html#running-on-windows
?  Or if it's better in it's own page, then that works as well.
