[pycsw-devel] RFC-3: OAI-PMH support

Hi all: I've posted RFC3 [1] for general review and comment.

There are some minor finishing touches to complete which I'll have done
in the next few days.  The implementation has no backwards compatibility
issues and is IMHO safe to add before 1.10.0-rc1.

I will call for vote next week, but wanted to get review/comment before
putting to a vote.
