[pycsw-devel] website moved to dedicated GitHub repository

FYI I moved the pycsw website repo from:

https://github.com/geopython/pycsw/tree/website

to

https://github.com/geopython/pycsw.org

The main reason is to reduce confusion and potential issues when
working against the codebase and making changes to the website.

FYI relevant docs, travis-ci and release packaging docs have been
updated and this is powering the live site now.  Let us know if you
find any issues.
