[pycsw-devel] [vote] provide commit rights to Ricardo Garcia Silva

pycsw PSC: Ricardo Garcia Silva [1] is working with pycsw in the
context of the Portuguese Sea and Atmosphere Institute and has
provided significant refactoring and enhancements to the codebase.

I propose commit rights for Ricardo given the above, in accordance
