[pycsw-devel] CSW 3.0 development

Hi all: to support CSW 3 development, we are undertaking the following
against the codebase:

- branch master to new branch called csw3
- CSW3 fixes are applied to csw3 branch
- fixes in master are applied to 1.10 branch as usual
- fixes in master are applied to csw3 via merge or manually
- once we are ready, merge csw3 branch into master branch && delete csw3 branch
- next release off master becomes 2.0.0
- 1.10 branch is maintained as usual
