[pycsw-devel] updated PSC document

Thanks Tom, I noticed that too after I sent my message...google found 
this wiki page first, and led me down that bad path ha.  I suppose the 
old page should be deleted.   Sorry for the confusion!

PS. I'm updating some links on the incubation wiki, so I was looking for 
this quickly ha.
