[pycsw-devel] Disable Harvest Operation

Hi all:
I'm trying to disable the CSW Harvest operation in every catalogues. 
By setting manager.transactions to false Harvest operation gets disabled, but also Transaction.
Is there a way to ONLY disable harvesting?
