[pycsw-devel] GitHub Issue and Pull Request templates for review and comment

Hi all: FYI as per [1] GitHub allows for templates to be used as
starters when a user
files an issue or pull request for a given project.

I think this is a great idea in support of cutting down on back/forth
and helping
users/contributors with providing relevant information.

I've put forth sample in a Gist at

for review and comment/approval.  I'll push these to the repo thereafter.
