[pycsw-devel] release planning

Hi all: it's been awhile since we've done a feature or bugfix release,
and much has happened which includes significant changes to our
test harness as well as numerous bugfixes.  There's probably enough
in both master in 2.0 branch to warrant 2.0.3 and 2.2.0 releases.  Proposing
the following:

- mid-May: 2.0.3 bugfix release
- mid-June: 2.2.0 release.  Initial release plan at [1]

Thoughts?
