[pygeoapi] OGC Compliance and Reference Implementation status

Hi everyone: as per [1] we have reached OGC Compliance and Reference
Implementation status for OGC API - Features!

As part of communications, we will prepare an OSGeo news item in the
coming days.  I've since added updates to the project homepage [2].  Any
suggestions or ideas on communications would be appreciated.
