[pygeoapi] [SoC] GSoC 2020 - Develop CQL Filter implementation for pygeoapi - Coding Period Week 1 Report

Hi Everyone,
This is my report for the period (June 1-June 7). The updated report can

*What I have done during this period?*

   - Created a new OpenAPI Document by implementing sections 6.2, 6.3, 6.4
   of OGC API - Features - Part 3: Common Query Language
   <http://docs.opengeospatial.org/DRAFTS/19-079.html> standards.
   - Shared the doc with pygeoapi community for suggestions

*What do I plan on doing next week?*

   - Add filter components and definition of various feature class,
   expressions and operators in the OpenAPI Document
   - Consult with mentors on different approaches of implementation

*Are there any blockers?*

   - No blockers for now
