[pygeoapi] [psc-vote] pygeoapi.io DNS renewal

Dear PSC:

I have received notice to update the DNS on pygeoapi.io. I would like to use our
OSGeo 2020 budget allocation [1] to cover renewing for 3 years to
reduce the renewal
overhead.

Total cost is 92 USD.  I will renew once we have consensus.

I'll start with my +1.
