[pygeoapi] [vote] approve budget for demo hosting

Thanks for clarification. This is as I see current status:

- 2020: was already approved [1], pygeoapi got allocated 500,- from OSGeo.
Only need to send invoice at $ 66,-  no VAT to OSGeo Treasurer.
- 2021: pygeoapi got allocated 300 from OSGeo [2], voting now is how to 
divide (under 'Actual') within pygeoapi project. We may finalize friday 
at PSC.

So the current voting is for hosting demo.pygeoapi.io at $ 66,- is IMO 
for 2021. There is still budget left then. Domain/DNS was already 
covered (by Tom) upto 2023 (see 2020).
