[pygeoapi] committer rights for Sander Schaminee

pygeoapi PSC:

I'd like to propose Sander Schaminee [1] as a committer to the
project.  Sander is the author of pygeoapi's recently implemented
multilingual capabilities [2], which is core to the project's API
and UI presence.
