[pygeoapi] pygeoapi 0.10.0 release

The pygeoapi team announces the release of pygeoapi 0.10.0

This release adds new support for both the OGC API - Records
and OGC Environmental Data Retrieval API standards, as part
of pygeoapi's vision of supporting the full suite of OGC API
standards.  In addition, OGC API - Processes management
is now supported to handle asynchronous job management.
