[pygeoapi] [psc vote] propose pygeoapi to graduate from OSGeo incubation

Hi all: first, I'd like to thank everyone for their support during our
OSGeo incubation
process.  A very big thanks goes to our OSGeo Incubation Mentor Michael
Smith for your support and guidance!

>From inception, pygeoapi has been built with the vision of becoming an OSGeo
project, which has helped expedite meeting the various requirements for the
incubation process [1][2].

Having said this, with Mike's recommendation and endorsement, we believe we
are ready
for graduation from OSGeo incubation.  With PSC approval, Mike will propose
to the OSGeo Incubation Committee.

I will start with my +1.
