[pygeoapi] pygeoapi 0.13.0 released

The pygeoapi team announces the release of pygeoapi 0.13.0.
This release provides numerous enhancements and bug fixes, including support
for API Transactions, non-advertised resources, hierarchical collections,
Django
support, and CQL support for PostgreSQL backends.
