[pygeoapi] pygeoapi 0.15.0 released

The pygeoapi team announces the release of pygeoapi 0.15.0.
This release provides numerous new features, such as CRS support for
OGC API - Features, support
for the Dutch API Design Rules (ADR), updates to Elasticsearch
support, and numerous bug fixes.
Note that:
- Python 3.6 support is removed from CI
- Elasticsearch < 8 is no longer supported
