[pygeoapi] OSGeo Community Sprint in November

Hi all: FYI the next OSGeo Community Sprint will be held on 06-09 November
in Vienna.  Full information can be found in [1].

I've put forth an initial list of pygeoapi items in [2].  Please feel free
to add additional items of interest.  This will be also be a good
opportunity for a general PR/issue sweep, and to issue a 0.16 release for
good measure.

Looking forward to hacking pygeoapi at this event!
