[pygeoapi] PSC vote: RFC3: Architectural Decision Records

Hi all: I've drafted a new RFC https://github.com/geopython/pygeoapi.io/blob/master/docs/development/rfc/3.md and I'm looking for your consensus to adopt this methodology as best practice in the development process.

Please let me know your thoughts, I'm available anytime before the code sprint to discuss and review any comment or amendment.
